[Bug] Spell Cast not working (TBC Classic)

**What version of TellMeWhen are you using? **
9.0.8 TBC

What steps will reproduce the problem?

  1. Select "Spell Cast" as Icon Type
  2. Set "Who to watch" as target or focus (neither are working)
  3. The icon does not work when the target or focus is casting a spell.

What do you expect to happen? What happens instead?
When the target or focus is casting a spell, the icon should display. Instead, nothing displays.
