Shaman Weapon Buffs Require 2 Applications to Register

Describe the bug
I have an icon i want to flash when my rockbiter 4 is either not on my weapon or less than 30 seconds. This works, but you have to apply the weapon buff 2 times for it to register. it keeps flashing on first application, second application it works. Verified in the shaman chat channel with an admin maybe, A...?
