Visibility: Add filter for civilian NPCs

- Is there any way to control the look of civilian plates?
- It's definitely possible, you can do it with ElvUI, but they don't have the awesome threat features of ThreatPlates and it's not worth the tradeoff imo. The default interface handles it like so: "The civilian status would appear in their description when the pointer was moved over them. Their names would also have a white background when targeted."
- The purpose of these civilians is to stop players from griefing important NPCs that are needed for lower level players. Getting a single Dishonorable Kill is enough to completely ruin your chances of getting a high rank so it's pretty important to watch out for.

- uite possibly by checking if the name of the unit is contained in the list of names of all known civilian NPCs.
