Scaling: Add additive scaling to situational scale values

- Hi, I was just wondering - is there any way to change MouseoverUnitScale from overriding all settings and instead have it work like the "Target-Based Scaling" options instead? It makes little sense to me that a boss frame becomes smaller when I mouse over it rather than larger and makes the feature kind of hard to use.
