General: Allow customization for frame level/strata for UI elements

- I am looking to have the names on the plates be in the same spot as the cast bar, however, I would like the cast bar strata to override the name when it appears. Currently they both jumble together and make an unreadable mess. Is there a way to set the frame strata?

- I would like to have the cast bar inside the name plate, but it always shows behind ... as long as my target has got a suiteable amount of health left, the cast bar is hidden behind the health bar ...
- I think the cast bar should be in the top layer. maybe add an option to change layers ?

- Having trouble with the cast bar, in past iterations I could have the cast bar above, or in front of the health bar, now it is stuck behind, along with spell icon.

- I cannot change the nameplate strata. This is a problem because me and my M+ group use the same weakaura to tell the group your thundering mark. The problem of not being able to change strata, is that nameplates have higher prio than chat bubbles, so they end up covering the marks. Not sure if this is able to be changed or not.

- It seems like the strata for nameplates defaults to background? is there a way to change that? Thanks!!
- I thought maybe line 319 in tidyplatescore would do it: extended:SetFrameStrata("MEDIUM") but it didn't do anything
- Plater has the option so maybe ill try switching, but i really prefer threatplates

- Another thing is it possible to have stuff like castbar, auras, and CC-icons be on a higher frame strata than highlights (target/mouseover/threat)?
