Target Highlight: Use healthbar border as target highlight

- Change the way Target Highlight border works - problem is that instead to just change the border of the nameplate, it ads a extra border which take space... Just like in highlight when you move the mouse over a target.
- In this way we can put the cast bar right below the nameplate, because right now because of the extra big border that appears over the cast bar, we need to move the cast bar a little bit lower than than the actul nameplate just to make room for the "extra target border" - and this takes space plus it looks strange on nameplates that you are not targeting because of the space...so the border of your target should not go beyond the initial nameplate size, make a innner border not a outer border so in this way we can keep the cast bar exactly under the nameplate with 0px distance. or, make the cast bar stand out in front of the nameplate or behind the nameplate if you like to as a option.
- outer target highlight border does not work really well.
