Target Highlight: Add option to adjust brightness for target nameplate

- I'd also like to be able to set the "brightness" of the targeted nameplate: in the configuration I only found settings to change the scale or transparency, or to add a texture. I rely on the colors for threat so I'd like some settings which either darkens or brightens the base nameplate instead of setting a completely different color.
