Highlight: Add highlight for target of target

- Hello. I was wondering if you can make a widget for targettarget highlight (eg. a healer targeting a tank can see which nameplate the tank is targeting, or a healer can use targettarget dmg abilities).
- For reference i found this custom addon lines for kuinameplates (https://github.com/kesava-wow/kuinameplates-customs/blob/master/custom.target-target-glow.lua)
