Target: Add border textures (of healthbar) as target highlight

- Back when ThreatPlates was still part of TidyPlates and pretty much up until now (using a semi-broken older version of ThreatPlates), I was using some custom textures (Caith) for the healthbar borders, as well as the targeting highlight widget.
- I've been putting off updating ThreatPlates because it apparently completely lost the ability to do this. Before, I would just replace some of the Artwork files and the default TargetArtWidget with the custom files, but this no longer seems to have any effect in-game.
- Is there a reason why this isn't possible anymore and/or is there a way to still get these custom borders in? I just always loved how clean it looked, especially since I use the Caith skin borders for pretty much all other bars in my UI.
