Target Marker: Show target marker color as border, not as healthbar color

- What would work as a workaround is the option of glowing borders around the nameplate in the colour of the set raid mark (green, blue etc.)
- That way you would be able to use the function "dye the nameplate depending on your current aggro" (which exists in Threat Plates) and do a colored border around the same nameplate depending on the raid mark.
