Remove the requirement for reload UI for cooldown spiral and aura width changes

Reload UI currently is necessary when changing cooldown spiral enable/disable and (most of the time) when changing the aura widget size.

cooldown spiral: don't just enable/disalble cooldown spiral when creating aura widgets, but when changing the options

With new aura widget 2.0, the need to reload UI for any changes to it is hopefully gone.
