Thunderstorm slow debuff not shown as CC on Retail

Thunderstorm's 60% slow debuff is not tracked or shown as a CC on Retail. (Different ID than original(?))

I can add that. Do you know when this ID is used? I tried several talents that should impact it, but the ID was always 51490.
