differentiate hide tooltips in challenge mode or instance between in and out of combat

Describe the bug

Thank you for good addons!
Is it possible to set unit tips invisible only in combat, regardless in-dungeon or not?
I want to show all tooltips if I am not in combat even if I am in challenge mode.
But if I check "Hide unit tips during instance",
I cannot see unit tips during instance even if I am not in combat because instance mode setting priority is higher than in-combat setting.
I am sorry for my poor English but I hope you understand what I mean.

There seems to be an issue with the new Hiding In Instance option that overrides the In Combat option. Tooltips don't show in combat in the outside world but show in instanced content.
