Long time TipTac user, thanks for maintaining this addon!

I would like to suggest a feature, could we have the option in "Bars" to move the bars outside the tooltip, much like the vanilla one, while having the options to customize it still, such as offsets, border with offsets, color, size, etc
I would like the option to copy the border from LS:UI to help with overall consistency, I can do this for the tooltip itself, but not the bars.
