Conditioning the next cutscene step

At the moment, player choices are the only part of the cutscene that can be affected by conditions. It would be nice to have an option to have the cutscene automatically choose what step it should run next based on conditions.
You can see an example of use case for this in "A Matter of Time"
The first cutscene with the goblin uses two *Cough* options to emulate a conditional step. This wouldn't be necessary with this change, allowing the cutscene to advance without needing a player "choice".

We can consider adding an optional starting index to the "Play cutscene" effect so it can be conditioned as well.
