Review cast bar player speed condition

When adding a casting delay, the cast will always fail if the player is moving. This condition makes sense when the cast can be interrupted on move, but not necessarily when it is unaffected by movement.
The condition should probably be removed when movement doesn't interrupt the cast, or otherwise be made into a cast option.
(Might be worth looking into #22 while we're at it)
