The "Run workflow" effect only lets you run workflows in the same object (or level of the campaign), or at the top level on the active campaign, but it doesn't let you run workflows in a specific quest/step for example.
We could add a way to run a workflow from any campaign/quest/step/item (or only a selection in that), if it makes sense to do so. The user would specify the path to the workflow "rootID[ innerID inner ID ...] workflowName", likely using a browser.
