Add option to change modifier keys (to ignore specs, mainly)

As requested on Curse - here.
Adding the option to change modifier keys for UI actions makes sense, but it would likely require a config GUI to access them comfortably. I'm therefore putting this on hold until the AceConfig branch is finished and merged.
