Detection for maxed artifacts seems to be broken in the new GUI

The bars need to be hidden, and the action button should show for research tomes (with the proper icon!) but not otherwise.

Only applies to tier 1 artifacts (54 traits). Might be an easy fix, as it's caused by the new GUI.

I must've been confused, as it appears to be working after adding the most recent GUI changes (which were purely cosmetic). Closing this as it's obsolete now.
