Changing special ability bar colors updates bar background

For some specs the wiring of the Options UI for changing the bar color of special abilities (e.g. Trueshot) doesn't update the bar color for Trueshot, it instead updates the background color of the unfilled bar.

Verified happening on:

  • Marksmanship Hunter (Trueshot)
  • Survival Hunter (Coordinated Assault)
