Support CDR and ability cost reduction from the Rampage gift in Torghast (https://www.wowhead.com/spell=352263/rampaging)

Does not appear to reduce Insanity costs for Shadow. May work like Overgrowth Seedling from Tarragrue?

Should cause CDR on Void Bolt.

Max 10 stacks, 50% resource reduction (Shadow need not apply :( ), 200% CDR (for Void Bolt mostly?)

This may require outside verification. At least it is just in Torghast.

Dropping more notes here for future-me:

CDR is applied after (or in conjunction with?) Haste reduction. Saw this in-game with SWD where it was hasted from 20 -> 15.5 (20 / 1.2835 IIRC), then 200% CDR from Rampaging further reduced it to 5.17 (15.5/3).

This is causing some very strange (on the surface) results with the Hungering Void (with crits, at least) remaining time/casts prediction. Even though I floor it at 0.75sec + latency + reaction time (~0.88sec generally), if there was no GCD then the CD would be more like ~0.62sec with drums, PI, and Faeries (and even lower with Haste anima powers boosting it up) PLUS lots of crit for 2-sec extensions. Every missed second of not pressing it causes the prediction to lose 3-4 casts and a few seconds of time. This lines up mathematically but it really doesn't feel good prediction-wise.

Again, good thing this only exists inside Torghast and not everywhere.
