The Balance Druid implementation was one of the first to be done after Shadow and has largely been left alone. There are a lot of issues with it that could use cleanup.

Do some cleanup/refactor of Balance and the Druid module overall to bring it more in line with Hunters/Priests/Warriors/Demon Hunters in structure:

• [ ] Multispec support structural changes (even if the others aren't planned any time soon)
• Finish #82
• Finish #65
• Stellar Drift causes Starfall to have a CD.

I'll do further refactors once another spec is added. Too much potential for new bugs to be introduced on what is a stable implementation.

I (finally) have a 60 Druid so I can test some things, like Legendaries, more directly now.
