Add in the option to have cooldowns (and the cooldown progress spinner) show up on threshold icons that are abilities with a cooldown.

A side-effect of doing this is updating the logic for showing Threshold Icons and what takes priority.

The priority is now:
Bleed is down or worse & ability has a CD and is off CD - FERAL ONLY
Bleed is down or worse & ability has no CD - FERAL ONLY
Over resource threshold & ability has a CD and is off CD
Over resource threshold & ability has no CD
Under resource threshold & ability has a CD and is off CD
Under resource threshold & ability has no CD
Unusable & ability has a CD and is off CD
Unusable & ability has no CD
Bleed is up and better & ability has a CD and is off CD - FERAL ONLY
Bleed is up and better & ability has no CD - FERAL ONLY
Bleed is up and same & ability has a CD and is off CD - FERAL ONLY
Bleed is up and same & ability has no CD - FERAL ONLY
All other thresholds
