Include "Fated Infusion: Creation Spark" in CDR calculations

One of the new Fated raid buffs, Creation Spark, gives CDR when applied. Add support for this anywhere else that uses CDR.

This stacks/refreshes (SPELL_AURA_APPLIED / SPELL_AURA_APPLIED_DOSE / SPELL_AURA_REFRESH).
