Fury's talent Storm of Steel's secondary effect is it gives Ravager two charges. This means both Ravagers can be out at the same time independently generating Rage.

The current code only handles one Ravager at a time. Come up with a way to handle N.

Not pursuing this. If it still exists in TWW, or has some enhanced functionality that needs to be included, I'll reevaluate then.

With the changes to snapshots in #323 I may be able to do revisit this.
