Add new Global Bar Settings for Bar Text:

Default Bar Text Font Settings

This will be like the spec-wide default values:

• Font Face
• Font Size
• Font Color

Resource Text Colors

• Current resource color
• Passive resource color
• Hardcasting resource gain color
• Hardcasting resouce spending color
• Have enough resource to use an ability color
• Have enough resource to use an ability enabeld toggle
• Overcapping resource color
• Overcapping resource enabeld toggle

DoT Count and Time Remaining Tracking

• DoT active color
• DoT active and within Pandemic refresh range on
• DoT not active color
• Enable toggle

Decimal Precision

• Secondary stat decimal precision
• Resource decimal precision
• • How to account for some not having any? E.g. Insanity has 2, Mana has 0.

Will probably need to do some renaming and restructuring of existing settings to be consistent.
