In VRA, prior to 2.0.0, it was possible to select to only hear when abilities were targeted onto yourself.
This feature should have persisted to 2.0.0.

This only applied to targetable spells where DESTINATION was PLAYER.
All raid-wide spells (Spirit Link Totem, Rallying Cry etc.) should still be announced even if the player has "Self only" selected.
