Custom Options tooltips don't show up with a blank name.

Describe the bug
Setting a tooltip on a Custom Option only shows a tooltip when mousing over a Custom Option with a name. Leaving the name field blank prevents the tooltip from showing.
Do you have an error log of what happened?
To Reproduce
Example aura provided below
- Enter the Custom Options tab of any aura
- Create two Custom Options. One with a name and one with a blank name. Add a tooltip to both.
- Enter User Mode, mouse over each option, and observe as tooltip shows for only the entry with a name.

Did you try having WeakAuras as the only enabled addon and everything else (especially something like ElvUI) disabled?
Tested with only the 5 official WA addons enabled.
