Trigger for queued actions does not load for alternate characters that can also use the same action.

Describe the bug

Simply put, I have a WA trigger for Queued Actions for both Heroic Strike and Cleave for my main Level 60 Warrior.

When trying to employ the same trigger for a lower level Warrior alt who also has HS/Cleave trained, the trigger does not fire unless I manually rebind the trigger for Heroic Strike and Cleave from my spell book first. I understand this could be an issue with different ranks of the skill?

Do you have an error log of what happened?

To Reproduce

Steps to reproduce the behavior:

  1. Create a trigger for queued action using only the string "Heroic Strike" or "Cleave" as the spell name while playing on main Warrior character.
  2. Load same WA for another alternate Warrior character who has lower rank spells of the same name.
  3. Trigger no longer fires for alternate character unless the 'Spell Name' field under the trigger is rebound by typing "Heroic Strike" or "Cleave" once again.

Did you try having WeakAuras as the only enabled addon and everything else (especially something like ElvUI) disabled?

Tested as only addon running.

Are you on World of Warcraft Classic or Retail?

I have seen this behavior over the past two versions.
