In Combat Condition False or True aren't working.

Do you have an error log of what happened?
No error.

To Reproduce

I created a brand new Aura. Trigger > Status > Conditions > Always active Trigger
I created a Condition > In Combat = False - Alpha 50%

Nothing happens, Even if I switch In Combat to true and I go in combat the "then" is never activated.

Did you try having WeakAuras as the only enabled addon and everything else (especially something like ElvUI) disabled?
Yes.

Are you on World of Warcraft Classic or Retail?
