Phantom GCD Interaction Between Two DH Spells

Describe the bug

Did some very basic WeakAuras for Fel Rush and Vengeful Retreat. When I activate Fel Rush, Vengeful Retreat acts on GCD, when no GCD is set. No other spell I activate will trigger the weird GCD on Vengeful Retreat -- only Fel Rush.

Do you have an error log of what happened?

To Reproduce

Steps to reproduce the behavior:

  1. Make Fel Rush and Vengeful Retreat WAs on a Havoc DH
  2. Activate Fel Rush (note: GCD is off)
  3. See Vengeful Retreat activate a GCD

Did you try having WeakAuras as the only enabled addon and everything else (especially something like ElvUI) disabled?
Yes.

Which version of WeakAuras are you using?
2.18.2

Are you on World of Warcraft Classic or Retail?

Was it working in a previous version? If yes, which was the last good one?
I didn't seem to be having this issue a couple of weeks ago, so yes, something changed between the previous version and 2.18.2.

I combed over both groups I have to set up my WAs. Reloads, relogs, exit/enter client, seeing if there were options I might have skipped over. Just couldn't find the problem. Apologies if it turns out to be something ridiculously basic.

That's how your class works. Fel Rush puts Vengeful Rush on a short cooldown, and vice-versa.
