Did you try having WeakAuras as the only enabled addon and everything else (especially something like ElvUI) disabled?

was working on 3.0.6

Additional Info

Dunno what changed, but to have icons set in options open instead of question marks (even before fallback was added) i removed auto icon and selected it there and then switched to auto again, so options could display proper one.

For progress bars i couldn't do that. They always display question mark in options window since some old patch i don't remember which one.
