Exact Spell Match Failure for 982

Description
I have specified Revive Pet by spell ID (982) and indicated Exact Spell Match.
When my pet dies, I should be seeing the Revive Pet aura with the correct (Revive Pet) icon.
What is happening is that the Mend Pet icon is appearing until I leave combat via a macro'd "/cleartarget followed by /stopattack followed by /petpassive" - THEN the Revive Pet icon appears.
Reentering combat does not revert back to the Mend Pet icon.
This is not mirrored by the behavior of the button on my bars - the correct icon shows there.
The converse case of Revive Pet showing when Mend Pet should is not happening.
I have tested this with every addon except Weak Auras turned off.
This is not related to the known Blizzard issue with walking out of range of your pet and losing the pet interface. I never left the area where my pet died.
Somehow my selection of Exact Spell Match is being overridden by WeakAuras if my pet dies during combat.
As a workaround I moved to a Fallback Icon that matches the icon that should be dynamically chosen, but this is definitely a bug. There is nothing about Revive Pet that canonically should care about whether or not I am in combat.

- Import the aura (see below string) onto a Beast Mastery Hunter
- Find a Raider's Test Dummy that does damage and attack it with your pet active.
- When your pet dies, check the icon that is shown - it will be the Mend Pet icon.
- Leave combat via /cleartarget followed by /stopattack followed by /petpassive - it will now be the Revive Pet icon.
- Reenter combat (shoot at the target again) - it will not revert to the Mend Pet icon.
