Overlay Latency same as Quartz

Is your feature request related to a problem? Please describe.
When other WA does CastingBarFrame:UnregisterAllEvents() (probably to disable default cast bar), overlay latency is broken.
When I run LunaUnitFrames, overlay latency (just) for cast are broken - is fine for channel.
Describe the solution you'd like
Rework latency timer so it works same as Quartz, this gave me correct values every time.
Describe alternatives you've considered
Keep using Quartz ... as I want to keep using Luna
or trying to fix Luna

I would like to use cast bar made by WA, as that is easily customizable
