Description

We currently can't properly handle Elemental shamans double "Stormkeeper" talents, where two talents map to the same spellId.

We must:

• Change the talent checking to check on talent ids. (The talent cache that was recently introduced makes this actually pretty easy)
• Modernize existing talent load options
  • Does anything break if we don't freeze that modernize data?
• Modernize all our templates to not rely on spellIds
