Simple Execute "Action Usable" Icon Aura not acknowledging cooldown

Is there an existing issue for this?
- I have searched the existing open and closed issues.
Description
Goal: Have an icon appear when execute is usable, not appear when not usable
Attempt: Create icon weakaura with "Action Usable"
Issue: When on cooldown execute icon is still displayed (would be arguably fine if the icon displayed the cooldown at least but it doesn't seem to acknowledge the cooldown at all, only seems to be looking at the 'below 35% health' part

Reproduction Steps
Damage an enemy down to below 35% health - see the icon accurately appear since execute is now usable
Use Execute and see that the icon does not display the cooldown - nor does it disappear for a few moments while cooling down - it still appears usable.
