Allow us to change color/texture/etc. of a progress bar between ticks themselves or between tick and start/end of progress bar

Pretty much same reasoning as behind this: #4546
This would give the users what they want from overlays without adding unnecessary complexity of toying around with Overlays you've said is difficult to implement.
Giving us the abillity to change progress bar properties between ticks is probably easier to implement while serving the same purpose.
