Displacement cooldown check does not work?

Description

Created an aura with that should trigger if the player has the "Displacement Beacon" Buff and "Displacement" is off cooldown. But the Displacement cooldown condition does not seem to work correctly -- I've tried using spell ID 212801 and 389713 for Displacement but neither work.

As a sanity check I created a premade cooldown aura for Displacement and that fails to display as-well.

Reproduction Steps

  1. Change the Trigger 2 Spell to some other spell, such as Mirror Image another Talent spell
  2. Use Blink/Shimmer
  3. Displacement Beacon aura should appear as expected (as long as Mirror Image is off cooldown)
  4. Change Trigger 2 Spell to Displacement (Dragging and dropping leads me to believe spell ID 212801 should be the spell ID)
  5. Use Blink/Shimmer
  6. Displacement Beacon aura does not appear
