Cooldown Charge tracking issue with empowered pausing

- I have searched the existing open and closed issues.
Description
When tracking cooldown charges with charge = 0 and start casting an empowered spell, both charges show as full for a short time

5.12.8
World of Warcraft Flavor

Tested with only WeakAuras
I got this issue with only WeakAuras enabled

Log on an evoker with preservation spec, and Punctuality talent (give reversion 2 charges)
