All WeakAuras go into Loaded/Standby ignoring Load Player and/or Location load conditions

Is there an existing issue for this?
- I have searched the existing open and closed issues.
Description
All my WeakAuras always go into Loaded/Standby ignoring Load conditions like Player Location IDs, Instance Size Type, etc.
WeakAuras Version
WeakAuras 5.17.0
World of Warcraft Flavor
Retail (Default)
World of Warcraft Region
US/NA
Tested with only WeakAuras
I got this issue with only WeakAuras enabled

Reproduction Steps
- Log into character with WeakAuras addon enabled (WeakAuras, WeakAuras Archive, WeakAuras Model Paths, WeakAuras Options and WeakAuras Templates).
- Change any Load conditions on any WeakAuras in Player or Location load conditions.
