Clicking no longer takes WIM out of focus

Describe the bug
When clicking outside of WIM it no longer takes WIM out of focus.

To Reproduce
Click WIM and try and click out.

Expected behavior
WIM is no longer in focus, can press buttons without messaging the WIM target.

I have tested this with only WIM loaded and it appears to be working in Classic.
