Suggestion: Item-level upgrade notifications based on bag level

Unless I’m missing something, it seems that gear upgrade notifications are exclusively based on currently equipped level. IMO these should be triggered by bag gear level (= max. level of gear present in bags).
Why?
Example:
I have a toon with 450ish gear. When I equip one or more of the teleport rings (e.g. the one for Boralus Harbor, or the Old-Dalaran teleport rings) I get promptly a window that shows me all the possible ring “upgrades”, like 415-rings and such, which are available through WQs.
Obviously these are not upgrades, since my 445-rings are just in the bag, temporarily.
What do you think?
Or is there already an option to enable such behavior, which I am missing? (Often I’m just blind ;-)

There is a boralus teleport ring? Please tell me more :)
I think with your idea you would miss a lot of upgrades.
Let's say you're gearing a new char. You did some dungeons and quests and now your iLvl is 430.
But you didn't have any luck with boots and rings. They are still some really low itemlevel pieces.
If you now use the bag itemlevel you miss those +30 itemlevel upgrades for your boots.
