Profession Skillup World Quest detection for older expansion seems to be broken

I have neither maxed Tailoring /Enchanting in BfA - nor Alchemy in BfA or Legion - I did check WQA to alert me of skillups, but WQA does not seem to pick them up.
Examples:
- Enchanting quest in Vol'Dun and Najazar were missed
- Alchemy by the Kirin Tor was missed.
I did check Rewards->Expansion (Legion/BfA)->WQ->Profession->Skillup/SkillupMaxed
I am also having this issue, with cooking WQs in BfA (at least) and Tailoring WQs in BfA and Legion.
This feature is a bit cumbersome. You must go to the options and disable the "Skill is maxed out" option.
At first I wanted to detect your skill level automatically and this was just meant as a placeholder.
Maybe it would be better to rework this option to something like a simple "Always track this profession"
Does this fix your problem?
The wording is confusing, but even with all of those unchecked, it still isn't showing me work-order world quests for my professions. I just verified that by completing a legion tailoring work order that bumped me up from 98 to 99.
