Files for configuration that are written to disk on every session should be stored in the "PluginData" folder.

The "PartCommander.cfg" file is written into the Part Commander main folder. This is not recommended because it causes module manager to rebuild it's cache on every loading of the game instead of relying on its much faster caching feature. Read this for more information: m4v/RCSBuildAid#32
