Having the cursor over any part of the Part Commander window cause erratic view spinning.

When on the orbital map view, if you open the Part Commander window and put the cursor over it, anywhere, while the current vessel is moving, the map view start to spin erratically. The spinning stops as soon as you move the cursor away from the part commander window.
