No "Metals" or "Rocket Parts" tank option available

No "Metals" or "Rocket Parts" tank option available on holding tanks, no way to store rocket parts or metals, Can start producing metal but immediately says "Metals full".
Tried using B9 Part switch AND Interstellar fuel switch
