I've a local server in development with W11 and Laragon.
I see that in the bm_players table : https://prnt.sc/26wipk0
[öÄà¦�=8|½+y‘ƒ)ÉŒ] = player uuid in MySQL.
And you can see, the IP table is the same thing.

I just can't exploit this with a website for example.

And I have the same issue with the bm_player_bans table and all others were the uuid is stocked.
I tried several reinstalls, nothing changed.

Resolved.
Use bin2hex to decode.
