Modifiers applied to magic mobs are wiped on restarts

Due to none of the randomisation/modifyentity/modifyattribute methods of editing Magic Mob attributes not working, I tried yet another workaround and decided to go at it the long way & create a modifier for each stat and value 0 through 12, and just apply that to the mob. However, as with all the other methods, this modifier is simply wiped/removed on server restarts no matter the 'duration' or if it's even given a duration at all
