The Spell Anvil Bug in 1.13.2

The anvil won't drop after creating in 1.13.
Is it a bug?

Yes, I guess they don't auto-drop in 1.13

I've fixed this in the latest dev build by directly spawning a falling block. Also added some nice FX and AOE damage.
