This is a small plugin, which adds just one command, /restartvote, if more than 75% of the players run it, the server will restart.
Note: In order to restart the server, this plugin just runs the /restart command, which is native, however, it requires start.sh, if you dont have this file in your root server folder, you can use this tool to create one:
